NOTHING HAS CHANGED IN ZIM

NOTHING HAS CHANGED; GNU A COMPOUND OF ZANU PF PATRIOTISM

Imagine a company with three managing directors. The first one has in the company for 29 years and does not want to leave. His apointees in the company includes the financial manager, the security managers and the company lawyer. These appointees backs the first managing director,The MDC reciprocates through protecting them. They do not want to other managing directors to be in charge for fear of being questioned on their previous misdeeds.

This is the Zimbabwean Political Scene. The Government of National Unity is indeed a discord.A band in which each singer plays his own tune.A company whose directors are in a tug of war.

President Robert Mugabes'' Zanu PF balances on the entrencement of power into all the ministries and of particular importance in the ministries of Home Affairs and the Defence. MDC formations on the other hand depends on their popularity among teachers, nurses, doctors and the ordinary men which they are risk losing if the current status quo continues.

Zanu PF has great knowledge of its nearing political demise. Its quick to Zanunise any government institution and exclude anyone who it deems to be associated with the MDC
formations.

Prior to the formation of the inclusive Govermnent(which is not inclusive anyway)., lack of experienced professionals manifested in all departments. But gues what only ministries allocated to the MDC formations managed to call back teachers, doctors and nurses who had abandoned their posts.

An inclusive Government depends on its genuinenness and congruency in its approach to everything.Inclusive does not mean only ministers. It also refers to the personel who are deployed in all government jobs.To the surprise of many, those who abandoned their post in the army, police and prisons were never invited back to their posts. They are now viewed as enemies of the state who were unpatriotic. The remnants of the Zanunised military are using the Smith regime laws to excude their former workmates.

With a mirage of power in the exclusive government,Morgan Tsvangirai should give a working definition of ''professionals"' and lobby for their return with clear guidelines on how they will retake their posts.Generalisation is not required on this aspect.

An urgent need of fairness displayed by the GNU is of paramount importance.GNU must not take the public for granted. The public knows what inclusive means. With typical arrogance, securocrats were typically holding on to resignation letters of their juniors for the whole of 2007 and 2008 citing that they are not allowed to resign during times of political turbulence. But alaas when the news of the impending US100 dollar alowance filtered through, the securocrats quickly approved those resignation letters. Is this not using laws to stumble on citizens rights and freedoms? Some individuals simple received messages which would read '"ýour last working day was1 January,2008"' when they had worked up to June,2008.

We wait to see who Biti is going to reward. These excusionists who has remained in Government or is he going to fairly call back those fled due to the vindication by remaining Zanunised excusionists. Will he call all of them and form a really Government of National Unity represented by diverse opinions from the bottom and not only on ministrial levels. We can not all be Ministers but diverse people should be represented in Government.

Morgan Tsvangirayi at one time took notice of this trend and called for reforms of the security institutions. He had seen the light-but what happenned next! Will you teach human rights to an army or police which is headed by ZANU PF loyalists at all levels taking a cue from their history of torture and brutality? Remember the promotion procedure was based on ZANU PF patronage.

Who is better? A servant who has been forced to steal and kill by his master and took it as a way of life or a servant who refused to do anything and stayed at home. That is your current police ,prisons and army Mr Biti but take heed not all of them are like that. With the political weaning of yesteryear,it is our hope and belief that this will make sense to the MDC formations.

Its'" too early for us to judge. This exclusive Goverment has been in office for only 10 month. We await to see how the exclusionist policies of yesteryear are going to be addressed. Will the GNU roll on with the band wagon of exclusionist Zanunised Gvt institutions or will it call back the excluded? We hope and trust that this view will be the basis of the ongoing negotiations.Remember that in 1980 Robert Mugabe did not just go into Government and head Smith regime loyalists but he went in there with his own people to form an inclusive Goverment.
